one of them will be in the south bay, the palo alto unified school district sent an alert out to parents notifying students and staff they will be ending school early on friday at certain locations due to traffic and other concerns. president biden is scheduled to depart from moffett field friday around four and continue his campaign fundraising in seattle. in mountain view, lauren martinez abc seven news graduation season is underway in the bay area. >> cal state east bay kicked things off with their commencement today. this was the first of nine ceremonies between now and sunday to celebrate the class of 2024. cal state east bay has remained peaceful as protests happened on other college campuses and today's graduation went off without a hitch. cal's graduation is saturday and things are going forward as planned. despite the ongoing protest encampment routine security will be in place for the ceremony at california memorial stadium and at cal. officials are working to remove upsetting graffiti found on a building near the protest

encampment, officials told abc seven news. they'll continue to do everything in their power so that every student feels safe, respected and welcome. >> at usf, protesters remain on the lawn near saint ignatius church. >> that's right, protesters have been there since last friday. university officials say they're committed to keeping students, faculty and staff safe on campus at san francisco state. >> things grew heated earlier today when protesters marched into the humanities building. administrators told us. the group eventually left and the building they left the building returned to the quad area encampment. faculty tells us the peaceful, the protest that is have been peaceful. >> the oakland airport is getting a new name. after a final vote approved the change. it will be called san francisco bay oakland international airport. despite criticism and an oncoming lawsuit from the city of san francisco, the board says the main reason is location . research shows it could attract more passengers by letting them know the city is another gateway to the bay area,

and a name change can certainly do that. >> that brings the knowledge for people pass the mississippi to really understand where oakland sits in the greater bay area and also internationally, really of understanding from people from around the world of where oakland is in this greater bay area. >> in a statement to abc seven news, the san francisco city attorney's office writes, it is disappointing that oakland chose to ignore our multiple offers to collaborate on an alternative name to and avoid litigation. we have strong federal trademark infringement claims against oakland, and they have given us no choice but to move forward with next steps in our lawsuit. >> millions of californians could be seeing changes to their utility bills after the california public utilities commission approved a flat rate proposal. while there are some people who wanted the cpuc to reject it, saying it doesn't do enough to encourage people to switch to solar and electric vehicles. here's reporter becca habegger from sacramento. after paying utility tax.

>> do we want it now? protesters call it a tax, but we should note this is not a tax. it is a new monthly charge. and regulators, the california public utilities commission or cpuc, did unanimously vote to approve it. the item passes starting in early 2026. p-g-and-e's residential electric customers will see a charge of $24.15 on their bill each month. customers in the low income programs care and fera will see a monthly charge of 6 or $12, respectively. proponents including the cpuc, point out this is not designed to make the utilities more money because when this monthly charge goes into effect, the cost of electricity will decrease by approximately 5 to $0.07 per kilowatt hour. as a result, they say, people won't see a drastic change on their monthly bills, with the fixed charge. >> is the same amount you'll see on your bill every month, so it won't change. it will add more transparency and more predictability so people understand exactly what they're paying for. the utility reform network consumer advocacy organization, says they expect

the average customer will see their monthly bill increase just one and a half to $3, and low income customers are projected to see their bill decrease on average, 4 to $9 per month. >> but critics worry this will lead to much higher bills for many people. >> so people who had small bills like a $30 electricity bill, are now going to have this $24 added to it. >> plus, they still have to pay, you know, the for their usage of energy. so they're going to see their bills go up. >> this is happening because state lawmakers passed a bill in 2022 requiring the cpuc to implement a new fixed charge for its largest electric utilities. since many other states have already done this, critics point out there is no cap to this monthly charge, and worry it could go up. regulators say any request by any utility to raise this monthly charge would have to go through them in downtown sacramento, becca habegger. >> new at 11. capitola city council has approved a draft design plan and timeline for the wharf tonight. it's slated for reopening in august. capitola

boat and bait on the pier announced it will be reopening with it. there will be three events there this summer and fall, which will help them form more long term plans for activities their crews are currently finalizing repairs on the head of the wharf and making their way toward the entryway, which will need more extensive work. a bay area sailor who was killed at pearl harbor has been officially identified more than 80 years after the attack. service member starring brooks winfield died at the age of 22 aboard the uss oklahoma. today, he was given a proper burial with full military honors at arlington national cemetery. until now, winfield was interred with other unidentified fallen service members at a hawaiian cemetery, but a genealogist working for the military got involved in 2021 to help identify winfield's remains and made the formal announcement earlier this year. >> new developments with the bay area native and former major league baseball player accused of murder. a placer county judge

today ruled there is enough evidence in the case to go to trial. danny seraphine and a woman are charged with breaking into his in-laws home in lake tahoe in 2021 and shooting them. his father in law died while his mother in law was severely injured. she later died by suicide. seraphine went to sarah high school in san mateo and played for several major league teams. >> governor newsom is calling on half moon bay to expedite housing for farm workers or face legal action. there's been a spotlight on housing in the community after a mass shooting at two mushroom farms last year. >> i felt like an attack, you know, halfmoon bay is a priority , you know, to build farmworker housing, low income housing. >> do you think the process is taking too long? it's adequate time. we've done a lot for this community. now it's time for the county to do something for us. >> there have been two meetings without a vote. newsom wants a decision next week to get in accordance with state law. mayor

in this project here, and this $500 million inches us closer to getting the project complete, the santa clara valley transportation authority is responsible for the construction. >> cindy chavez is the santa clara county supervisor and vta board chair. and this allows silicon valley, literally the heart of silicon valley, to be connected to our greater region. the six mile, four station project will take trains from the current berryessa transit terminal into downtown san jose, with an underground tunnel ending in the city of santa clara. >> it's critical because it is the last connector needed to make sure that we have transit high speed transit around the bay area. >> the funding announcement comes as bart is currently running on federal emergency funds that run out in 2025. bart is a very substantial generator of our economy. >> the idea that how it links throughout the region, vta ceo says it's in discussions with bart on ways to help support the

gate. this is going to be our cooling mechanism right along the coastline for tomorrow. certainly feeling it right now. it's already 55 degrees from a high of 81. in the city. many areas in the 50s and the 60s. here's a look at what you can expect tomorrow. the heat is going to build inland. so santa rosa going from 86 to 90 tomorrow four degrees warmer. same thing for concord. but san francisco you're going to go from 81 to 75 down six degrees. san jose coming up two degrees to 88 degrees. still going to see that offshore wind flow, northeasterly wind flow with this area of high pressure at least inland will feel that heat for another day. you can certainly see that there was quite a bit of clearing along the coastline, but the fog is starting to come back in from our emeryville camera. seeing a lovely view right now. overnight tonight, fog at the beaches tomorrow, hot inland, cooler at the coast and sunday. it's going to be nice for mother's day as we go hour by hour. first thing in the morning, 50s and 60s on those temperatures as we head into the noontime hour, notice
