Well, generally you can't claim a copyright on the exact same thing that is in the public domain. For example, assuming that one has an early Carter Family 78 that is in the public domain...you can't claim a copyright for just re-releasing a copy of that original. However, if a rapper adds loops and splices and what not to it and re-issues it as something "different"...a new copyright would arise but only in regard to the "new" version.

Not sure about this one....but it would seem that whether the copy is from an original 78 or from a copy of the original 78...it still remains in the public domain.
For whatever it's worth I'm not an expert in copyright...these opinions of mine are based on my own research and while I think that my conclusions are likely correct, I could very well be wrong on everything I've said.
